Section II - Loading/discharging of vessels

Equipment

The handling equipment in the terminals, whether owned or subcontracted by NCC due to operational necessities determined by its sole discretion, are the entire responsibility of NCC in what concerns their operations, maintenance and functionalities.

Documentation requirements

To have access to the Seaport Terminals, the Shipping Lines will supply information as specified hereinafter. If the required information is not available within the indicated closing times, the Seaport Terminals cannot guarantee availability of berths and gangs.

Container ship schedules

The Seaport Terminals will allocate berths and quay side cranes according to the long term schedules and weekly ETA's provided by the Line's. These Lines will provide therefore once a month a long term schedule indicating :

Long Term (monthly)

  • Service/Line/Owner name
  • Container vessel's name
  • Voyage codes
  • Ports rotations
  • Expected day of call (ETA)

Furthermore the Lines shall provide a weekly program for its container ships indicating :

Weekly (7 days in advance)

  • Service/Line/Owner name
  • Container vessel's name
  • Voyage codes
  • Ports rotations
  • Expected day of call (ETA)
  • Expected container moves im/export

A final ETA will be confirmed by the Line at least 24 hours prior to vessel's arrival to the Seaport Terminal.

The Seaport Terminal operator will advise berthing time and expected completion time. When vessels arrive later than two hours after announced and agreed ETA, the time elapsing will considered as Idle Time on account of the Line.

The container ships will be allowed to be berthed at the Seaport Terminals only for the time required to perform loading/discharging operations and the Seaport Terminal operator reserves the right to ask the container ship laying idle because either waiting for cargo or orders or missing customs documentations, to immediate vacate the berth at the Seaport Terminal at its own expenses.

Container and cargo throughput forecast

The Lines shall supply to the Seaport Terminal operators with all information for planning of smooth and efficient container flows within the facilities.

Export containers and/or cargoes will be delivered to the Seaport Terminals not later than 24 hours prior to vessels arrival. Import containers and/or cargoes will not be delivered from the Seaport Terminals prior to 12 hours after discharge from the vessels.

The information to be supplied to the Seaport Terminals operators will be as follows for export containers and cargoes :

Weekly and 72 hours prior to vessel's arrival

  • Service/Line/Owner name
  • Container vessel's name
  • Voyage codes
  • Expected volume of containers to be loaded on board in units and Teu's, per port of discharge and weight categories
  • Expected number of reefer units, OOG and IMO to be loaded

The information to be supplied to the Seaport Terminals operators will be as follows for import containers and cargoes :

Weekly and 72 hours prior to vessel's arrival

  • Service/Line/Owner name
  • Container vessel's name
  • Voyage codes
  • Expected volume of containers to be unloaded in units and Teu's,
  • Expected number of reefer units, OOG and IMO to be unloaded

Operations bay-plans and instructions

Not later than 24 hours before the ETA of the vessels, the Line shall provide the Seaport Terminal Operator with the following information/documentation :

Not later than 24 hours prior to vessel's arrival

  • Import/export stowage plan on bay and row basis
  • Stowage and re-stowing instructions
  • Final discharging list, showing :
    • Container ID, size , type
    • Tare - net weight
    • OOG dimensions
    • IMO Code, UN number
    • Temperature settings
    • Owner/agent responsible
    • Port of loading/transhipment
    • Delivery details - rail or truck
    • Expected departure day/time from terminal
  • Final loading list, showing :
    • Container ID, size , type
    • Tare - net weight
    • OOG dimensions
    • IMO Code, UN number
    • Temperature settings
    • Owner/agent responsible
    • Port of discharge/transhipment

Checking of apparent conditions of unloaded containers/cargoes

The Seaport Terminal operators will check the containers/cargoes on discharge form the vessel as to their seal integrity and apparent order and conditions only. Any remarks will be mentioned in the respective tally sheets. Nor NCC , neither the Seaport Terminal operator will be responsible for any damages or loss mentioned in these documents or arisen due to the lack of seals.

Hazardous containers/cargoes

All containers containing hazardous cargoes or hazardous break bulk cargoes must be notified to the Seaport Terminal operator at least 48 hours prior to their arrival in the Seaport Terminal, whether by sea, road or rail. The information supplied must include :

  • IMO class and page number
  • UN number
  • Receiving/delivering vessel or truck agent details
  • Expected period of stay in Seaport Terminal

The Seaport terminal operator reserves the right to refuse to handle any container due to faulty or incomplete information, or to move to another location at the Line's risk and expenses.

Break bulk handling

In case of expected break bulk handling, the Line will send to the Customer Service Department a written request including all details of the break bulk piece(s), including drawings, measurements and lifting points. In addition the request will state the name of the vessel onto/from which the piece(s) will be handled and the date in which the load/discharge and receive/delivery are to be carried out.

After reception of the request, the Seaport Terminal operator, in agreement with NCC, will analyse the feasibility of the operation and respond with a written quotations, which the Line is due to accept in writing in order to allow for the operation to be performed.

Sequence of operations

Containers and/or cargoes will be (un)loaded from/to vessels according to the before mentioned lists. However, sequence of operations will be defined by the Seaport Operator together with the vessel's command and will not be the responsibility of the former.

Special administrative procedures

The containers and/or cargoes will be withheld by the Seaport Operator if the issuer of the Bill of Lading or the pertinent authorities would require it and only release after written confirmation from the issuer of the withholding order.
